5 April 2024, UN Headquarters, New York. This morning, at the United Nations Headquarters, Ambassador Ramu Damodaran, the recently appointed Permanent Representative of the University for Peace (UPEACE) to the United Nations, had the honor of presenting his Letter of Appointment to Secretary-General Antonio Guterres. Joining him on this significant occasion was UPEACE Vice Rector Juan Carlos Sainz-Borgo.

Also presenting their Letters of Appointment on that day were H.E. Mrs. Suela Janina, Permanent Representative of the Republic of Albania, and H.E. Mr. Ernesto Soberón Guzmán, Permanent Representative of the Republic of Cuba.

Following the formal presentation of letters, the United Nations Secretary-General (UNSG) convened a meeting with Ambassador Damodaran, Vice Rector Sainz-Borgo, Ambassador Courtenay Rattray (UNSG Chef de Cabinet), and H.E. Miroslav Jenča (Assistant Secretary-General for Political Affairs for Europe, Central Asia, and the Americas). The gathering served as an opportunity for substantive discussions and engagement on matters of mutual interest and regional significance.

The meeting provided a valuable platform to discuss and identify effective avenues for the University for Peace to continue fulfilling its entrusted mandate from the General Assembly. Vice Rector Sainz-Borgo expressed the UPEACE community’s deep satisfaction in having the United Nations Secretary-General serve as the Honorary President of the UPEACE Council.

Throughout the discussion, the significance of the University’s mandate as the sole institution responsible for university-level training in the field of peace promotion was underscored. Both parties reiterated their commitment to this vital mission. The United Nations Secretary-General expressed a strong willingness to leverage the resources and support of the organization to collaborate effectively in fulfilling UPEACE’s mandate.

During the meeting, Vice Rector Sainz-Borgo presented the United Nations Secretary-General with the latest UPEACE publication, “Criminal Economies: Multidimensional Approaches.” The Secretary-General acknowledged the significance of the topic and emphasized its importance, noting that it would be addressed in the upcoming senior management meeting. Assistant Secretary-General Jenča also referred to the topic, further highlighting its relevance within the organization’s agenda.

The University for Peace carries out its academic work not only at its headquarters in Costa Rica but also through its offices in Africa, Europe, and Asia. In addition to these regional offices, UPEACE maintains permanent representations in New York to the UN General Assembly and the Office of the UN Secretary-General, as well as an office in Geneva that engages with the UN Human Rights Council and UNESCO headquarters in Paris.

The meeting provided an important platform to discuss and identify effective avenues through which the University for Peace can continue to fulfill the mandate entrusted to it by the General Assembly. It allowed for fruitful exploration of strategies and initiatives that align with UPEACE’s mission and contribute to the promotion of peace and sustainable development at the global level.

Nuevo Observador Permanente de UPAZ ante las Naciones Unidas presenta su carta de nombramiento al Secretario General Guterres

Esta mañana, en la Sede de las Naciones Unidas, el Embajador Ramu Damodaran, recientemente nombrado Representante Permanente de la Universidad para la Paz (UPAZ) ante las Naciones Unidas, tuvo el honor de presentar su Carta de Nombramiento al Secretario General Antonio Guterres. Le acompañó en esta significativa ocasión el Vicerrector de UPAZ, Dr. Juan Carlos Sainz Borgo.

También presentaron sus Cartas de Nombramiento la Excma. Sra. Suela Janina, Representante Permanente de la República de Albania, y el Excmo. Sr. Ernesto Soberón Guzmán, Representante Permanente de la República de Cuba.

Tras la presentación formal de las cartas, el Secretario General de las Naciones Unidas (SGNU) convocó una reunión con el Embajador Damodaran, el Vicerrector Sainz Borgo, el Embajador Courtenay Rattray (Jefe de Gabinete del SGNU) y S.E. Miroslav Jenča (Subsecretario General de Asuntos Políticos para Europa, Asia Central y las Américas). La reunión brindó la oportunidad de entablar debates de fondo y de comprometerse en asuntos de interés mutuo e importancia regional.

La reunión constituyó una valiosa plataforma para debatir e identificar vías eficaces para que la Universidad para la Paz siga cumpliendo el mandato que le encomendó la Asamblea General. El Vicerrector Sainz Borgo expresó la profunda satisfacción de la comunidad UPAZ por tener al Secretario General de las Naciones Unidas como Presidente Honorario del Consejo de la UPAZ.

A lo largo del debate, se subrayó la importancia del mandato de la Universidad como única institución responsable de la formación a nivel universitario en el ámbito de la promoción de la paz. Ambas partes reiteraron su compromiso con esta misión vital. El Secretario General de las Naciones Unidas expresó su firme voluntad de aprovechar los recursos y el apoyo de la organización para colaborar eficazmente en el cumplimiento del mandato de UPAZ.

Durante la reunión, el Vicerrector Sainz Borgo hizo entrega al Secretario General de las Naciones Unidas de la última publicación de UPAZ, “Economías criminales: Enfoques multidimensionales”. El Secretario General reconoció la trascendencia del tema y destacó su importancia, señalando que se abordaría en la próxima reunión de altos directivos. El Subsecretario General Jenča también se refirió al tema, destacando aún más su relevancia dentro de la agenda de la organización.

La Universidad para la Paz lleva a cabo su labor académica no sólo en su sede de Costa Rica, sino también a través de sus oficinas en África, Europa y Asia. Además de estas oficinas regionales, la UPAZ mantiene representaciones permanentes en Nueva York ante la Asamblea General de las Naciones Unidas y la Oficina del Secretario General de las Naciones Unidas, así como una oficina en Ginebra que colabora con el Consejo de Derechos Humanos de las Naciones Unidas y la sede de la UNESCO en París.

La reunión proporcionó una importante plataforma para debatir e identificar vías eficaces a través de las cuales la Universidad para la Paz pueda seguir cumpliendo el mandato que le ha encomendado la Asamblea General. Permitió una fructífera exploración de estrategias e iniciativas que se alinean con la misión de UPAZ y contribuyen a la promoción de la paz y el desarrollo sostenible a nivel mundial.
